Only one type of fertilizer may be used at a time on any given tile. Fertilizer must be placed on a tile before a seed is planted there. Seeds and fertilizer are placed on a tile using the left-click control. Since planting and fertilizing require no tool use, those activities consume none of the player's energy, as reflected on the energy bar.
