:Mining code is complex, but I'm going to say it's generally not true.  <samp>StardewValley.Locations.MineShaft::getRandomItemForThisLevel</samp> specifies that the <samp>mineArea</samp> has to be 80 to spawn Fire Quartz.  There's always the possibility of some other code spawning one, but I would say it's rare.  I'll revert the edit.
