It will trigger as soon as you enter the forest.
In this festival you can dance with one of the [[Marriage#Marriage Candidates|bachelors or bachelorettes]] if you talk to them and invite them to dance, but you must have a minimum [[Social|affection]] of at least 4 hearts with them first. You can talk to the other villagers and they will have event-related dialogue. The bachelors or bachelorettes do not have this dialogue, unless you have already invited someone to dance, since talking to them will be treated as an invitation.
