At level 0, casting a fishing pole takes 8 energy. Each subsequent fishing level decreases the amount of energy used by 0.1. (While the UI shows whole numbers, the game does not round energy internally.) Thus, this means that at level 1 fishing, the 10th cast will only cost 7 energy instead of 8.
