The Mermaid's Pendant is an item obtained from the Old Mariner for 
5,000g after you have reached 10 Hearts with a romanceable Villager, given them the bouquet and have the first house upgrade. This pendant is used to marry a character. The Old Mariner will be at the beach past the bridge that costs 300 wood to build. He will only appear on rainy days, so he never appears in the winter. Furthermore, it is only possible to buy this item once from the Old Mariner.
Glitch/Issue
Although one can obtain the Mermaid's Pendant only once from the Old Mariner, it is possible to lose it without marrying any villager, for example by dying in the mines or selling the pendant. This results in the player being unable to marry any villager in the game. According to the developer ConcernedApe this is a glitch and will be patched in the next update.
