The Mermaid's Pendant is an item obtained from the Old Mariner for 
5,000g after you have reached 10 hearts with a romanceable villager, given them the bouquet, and have the first house upgrade. This pendant is used to marry a character. The Old Mariner will be at the beach past the bridge that costs 300 wood to build. He will only appear on rainy days, so he never appears in the winter. Furthermore, you can only buy this item once from the Old Mariner.
Bug
Although you can buy the Mermaid's Pendant only once, it's possible to lose it without marrying any villager. (For example, you can lose it by dying in The Mines or selling it). This will leave you unable to marry. ConcernedApe has said that's not intended and will be fixed in a future update.
