The Skull Key is obtained on level 120 of The Mines. Upon obtaining it, you can unlock the door in the Skull Cavern and play Junimo Kart in The Stardrop Saloon.
You can find the Skull Key in your 'Wallet' in the The Player's Menu in the Skills tab.
