Luck has nothing to do with finding items in tilled soil, any tilled soil level (80+) will do

Level 95 in the Mines has tillable soil near the entrance to the floor. The player can till this soil, then leave the mine by going up the ladder and choosing "Leave the mine", then re-visit Floor 95 instantly using the elevator. The soil will regenerate every time the player enters the floor after leaving. The soil has a chance to give Dwarf Scroll IV. Eating a food item that improves Luck, like Pumpkin Soup, improves your chances of finding items while tilling Mine soil.
