Mastery is obteined when you reach level 10 in every skill.
Gaining exp in every skill when mastery is unlocked will augment your mastery points. You can also find books while for exaple cutting grass, that will give you more mastery points.
The progress made in mastery can always be checked under the skills section of the player tab

after unlocking mastery, a cave entrance will be opened north of the sewers in cyndersap forest, where you can spend mastery points (obtained by gaining experience and levelling your mastery) for powerfull object and powers.
