Unfortunately, there is no way to know when a villager will go to Ginger Island, but we can add a note to each villager's page explaining that they may go for the day, and where they will be afterward. His post-14-hearts-with-Sam schedule seems off. It says he goes to Pierre's, then says he goes to the back room of the stardrop saloon, and then leaves Pierre's? When does he leave the saloon? Did he go back to Pierre's at some point in order to leave? This pretty clearly doesn't line up.
