The quest only registers ores that have entered your inventory from a chest or as a gather after accepting the quest, so for pre-existing or shop-bought ores to count, you must place the items in a chest and them remove them one-by-one (by right-clicking on the stack) into your inventory OR more simply, drop the stack to the ground and let it be re-enter the inventory.
