Staircases can be used to pass through mine levels at any time (one level per staircase). You can use as many as you have or can make, repeatedly. But making them can prove to be a heavy use of resources, so it is usually best to reserve them for occasions where there is enough need to justify the expense. They are an assist to situations of greater challenge or difficulty. These tend to present themselves more often in later stages of the game.
