This item requires [[perfection]] to be able to appear in [[Fishing#Treasure Chests|treasure chests]]. Leveling up all of the [[skills]] to the max is required to reach [[perfection]], though the page says that you need [[fishing]] level 2 or more to snag this item, it can only be caught when [[The Player|the player]] reaches [[perfection]].
