Dialogue from Caroline: "It was the previous owners who built the altar room. We aren't religious, but we let the other townsfolk use it if they want."
Note: It's strange she says this because Abigail seems to have a poster of some sort of altar in her room. Though to my knowledge, there is no direct link between Yoba and the poster. The same poster is not present in the insert of her room to the right of the players, which appears once married.
I'm at Pierre's a lot, and I have never seen anyone enter or exit the Room housing the Altar of Yoba.
Also, as far as I know, no one found any way to interact with the "Altar of Yoba" yet. It could be conditional (like bringing a specific item, only on stormy Wednesdays, which is difficult to test, because Pierre closes his shop on that day, before you repair the Community Center), and storms are rare, but I can't datamine to know for sure.
