I sure hope I'm doing this right, and I apologize if I'm not, but there is a very niche issue with repeatable special orders, wherein if one does not claim the rewards from them they will not appear again on the board until claimed. Edit - I just confirmed that new quests do not show up until the next week. That is to say, in order for a special order to be available next week, at least one special order reward must be claimed in the current week.
