If you are married and your spouse feeds the farm animals, the hoppers in every Coop or Barn are filled, even if there is no access to any of the feeding locations (which may be blocked by chests or equipment in a building used for that purpose). Once the hoppers are filled, it is no longer possible to withdraw hay from the hopper and make use of the tip.
