On fifth day of Spring head to Pelican Town to see a cut scene with Lewis regarding the Community Center.
Each Scroll contains a series of presents to the Junimos, and bringing them gifts will earn you gifts in return. completing all of the requests on a single Scroll will grant you a special boon somewhere on the map.
