The Gotoro Empire is the rival nation to the Ferngill Republic, where Stardew Valley is located.
Kent references the Gotoro Empire when you give him a "Worst" gift. According to him, the Gotoro Empire has a prison camp where they gave him many undesirable items.
The Traveling Cart merchant says they smuggled their items out of the Gotoro Empire.

The Gotoro Empire is located south of the Gem Sea.
