Before proposing marriage, you need to earn 10 hearts of [[friendship]] with your intended partner, which requires you to give them a [[bouquet]] (at 8 hearts of friendship).  You will also need to [[Carpenter's Shop#House Upgrades|upgrade]] the [[farmhouse]] at least once and have access to the [[The_Beach#Tide_Pools|Tide Pool]] area of the [[The_Beach|Beach]].
