The Gotoro Empire is the rival nation to the Ferngill Republic, where Stardew Valley is located.
Kent references the Gotoro Empire when you give him a "Worst" gift. According to him, the Gotoro Empire has a prison camp where they gave him many undesirable items. Kent's son Sam mentions that from his dad's stories they sound like a ruthless bunch.
The Travelling Cart's merchant claims their items are smuggled from the Gotoro Empire.
