The Shrine of Challenge is located on floor 120 of the Pelican Town mines.
To unlock the shrine, the player has to enter Mr. Qi's room on Ginger Island and complete the "Danger In The Deep" quest.
Once completed, the shrine can be activated change the mine difficulty to hardmode, and Radioactive Nodes can be farmed.
