The Key To The Town is used to enter all buildings and rooms in Stardew Valley regardless of the time.
It's purchasable from Mr. Qi's shop in Qi's Walnut Room, for the price of 20 Qi Gems.
Once obtained, it can be found in the wallet in the The Player's Menu on the Skills tab.
Bugs
The Key To The Town does not function during Festivals.
