I found out the issue was that I was calculating on the quality of the fish that was fished up, but on a perfect catch, the quality is upgraded and the formula for XP gain uses the original quality, not the upgraded quality.
The real amount of XP should have been 97, since my Gold Quality Perfect Herring should have been worth 33XP instead of 40XP.
