The Mines were most likely made by the dwarves during the war with the shadow people(mentioned by Krobus) after sheltering themselves underground, this would be possible with their now lost advanced technology, which was mentioned in the Mysteries of the Dwarves book, they couldn't have been made by humans as the How deep do the mines go? book refers that no human has seen the end of the mines, however someone might have but the proof has been lost in time.
