Marriage to villagers can happen after you have reached best friend status(10 hearts) with the desired character. Marriage can happen to either gender.
To initiate a romantic relationship with a villager, you must first give them a special bouquet you can buy at Pierre's store. The bouquet is only sold once you reach 8 hearts with a villager. To become engaged, you must give the desired character a Mermaid's Pendant.
