To initiate a romantic relationship with a villager, you must first give them a special bouquet bought at the store which is sold once you reach 8 hearts with a villager. To become engaged, you must give the desired character a Mermaid's Pendant. The Mermaid's Pendant (5000g) can only be acquired by the Old Mariner on the beach after you've repaired the bridge (300 wood), upgraded your house at least once, and only on stormy days.
