It generates the list of fish, and iterates through until either the targeted fish or 3 other fishables have passed the various checks. And then, if it wasn't the targeted fish, it does that all again. I'm not really sure how to actually calculate the odds for this now, it's sorta like rolling for the target fish 6 times, but not really as some (but not all) of the checks are interdependent.
