The Shrine of Challenge is located on floor 120 of the Pelican Town mines.
To unlock the shrine, the player has to enter Mr. Qi's room on Ginger Island and complete the "Danger In The Deep" quest.
Once completed, the shrine acts as a toggle to change the Mines to regular or difficult.
