The Lifesaver is a piece of furniture that hangs on a wall.
It can be found by fishing in the backroom of Willy's Fish Shop (20% chance) [1]. The room can be accessed after completing the Community Center or Joja Community Development Form and repairing the boat. Multiple Lifesavers can be obtained.
